KIGALI, Rwanda – The Government of Rwanda has continued to invest billions of Rwandan francs in public transport subsidies as part of its efforts to make commuting more affordable, improve access to public transportation, and reduce the cost of living for citizens.

The transport subsidy program, introduced to cushion passengers from rising transport costs, has enabled thousands of commuters to access affordable fares while supporting the continued operation of public transport services across Kigali and other parts of the country.

Government officials say the initiative is intended to ensure that public transport remains reliable, accessible, and affordable, particularly for workers, students, and low-income households who depend on buses for their daily travel.

The subsidies have also helped transport operators cope with increased operating costs, including fuel prices, vehicle maintenance, and other expenses, while maintaining stable fares for passengers.

According to officials, the investment forms part of Rwanda’s broader strategy to promote sustainable urban mobility, reduce traffic congestion, and encourage greater use of public transport as the country continues to modernize its transport infrastructure.

Economists note that while transport subsidies require substantial public expenditure, they can generate wider economic benefits by lowering commuting costs, supporting productivity, and improving access to employment, education, and essential services.

The Government has indicated that it will continue reviewing the subsidy program to ensure it remains effective, financially sustainable, and responsive to the country’s evolving transport needs while balancing public spending priorities.
